Personal assistance as a support for the quality of life of people with disabilities
Original language description
Current trends in social work, in accordance with the social model of disability, place emphasis on the persistence of persons with disabilities in their natural environment. The survey of the Czech Statistical Office (2019) shows that up to 14% of Czech people with disabilities living in private households depend on support from a formal provider to saturate their basic needs. The main premise of this chapter is therefore the statement that the personal assistance service, in accordance with the acts provided under Decree No. 505/2006 Coll., contributes both to support fulfilment of basic life needs of persons with disabilities and to support their stay in natural social environment, thus affecting their quality of life. The first part of the chapter focuses on the theoretical grounding of the topic in the context of the system of social services in the Czech Republic, but also on current foreign trends reflecting the ideas of The UN Convention on the Rights of Persons with Disabilities (2006). The second part presents the results of authors’ research ‒ case study with longitudinal features ‒ realized in one of fourteen regions of the Czech Republic. Its aim was to identify and describe, through interviews, study of documentation and observation, how seven selected personal assistance providers support the fulfilment of the rights and legitimate interests of forty-four users with disabilities and thus affect their quality of life. Based on the research findings, recommendations for social service providers and contracting authorities for social services in the given region are formulated at the end of the chapter.
