The study addresses the challenges of the crisis and the communication of emergency risks with special populations during a pandemic. The study emphasizes the targeting of reports to specific groups at the time, presents significant difficulties, proposes a model for community involvement, disaster risk education and crisis and emergency risk communication to prepare minority communities and government agencies for effective pandemic work and capacity building. respond to them and strengthen the trust that is critical at such moments.
