Original language description
It seems that NGO´s are essential part of civil society. Their existence points out the necessity of collective consciousness and protection of handicapped. Main problem of NGO´s is the financing. Financing of social services is always for a period of one year. One year is not enough time for the development of NGO´s sphere and it does not allow reacting more and faster to the needs of people. In regions, where the “family-friendly community” model was introduced, is apparent that NGO and voluntary work are not only for disabled people but they also are inevitable for total development of civil society. The lack of major political decisions from MPSV (The Ministry of Labour and Social Affairs) and direct practice in regions, where organisations controlled by regional offices are supported preferentially, show us persisting effort of social control that was typical for totalitarian government. On the other hand it is important to mention new efforts from other than social departments, such as healthcare, judiciary, education, to support services that are developing civil society. For example services including social inclusion of persons returning from prison, alternative punishments, ambulant care for people with physical disability etc. Current period of economical growth can be society´s hope for another development, mainly in the area of voluntary work and in elimination of structural, political and system obstacles for social inclusion and stabilisation of NGO´s.
