The EU’s Global Gateway Initiative: Infrastructure cooperation with Southeast Asia

  • Popis výsledku v původním jazyce

The European Union's (EU) Global Gateway Initiative (GGI) is a strategic infrastructure programme designed to enhance the EU's influence in the Global South, particularly in regions like Southeast Asia. Launched in September 2021, the GGI aims to mobilise up to €300 billion between 2021 and 2027, utilising a 'Team Europe' approach that integrates resources from EU institutions, member states, and the private sector. This initiative serves as a countermeasure to China's Belt and Road Initiative (BRI), reflecting the EU's commitment to promoting a liberal, rules-based international order through values-based foreign policy. Southeast Asia holds strategic importance for the EU, as both regions are committed to upholding a rules-based regional order and have established significant trade relations. The GGI seeks to deepen these ties by facilitating investments in high-quality infrastructure, environmental projects, health, education, research, energy, and digital connectivity. This approach not only aims to provide economic benefits but also to align with sustainable and transparent practices, distinguishing the GGI from other global infrastructure initiatives. The GGI also addresses the EU's 'de-risking' strategy concerning economic dependencies, particularly in light of recent global events that have exposed vulnerabilities in supply chains and energy security. By fostering closer cooperation with Southeast Asian nations, the EU aims to diversify its economic partnerships and enhance resilience against geopolitical uncertainties. This strategic engagement underscores the EU's dedication to strengthening global connectivity while adhering to its core values and promoting sustainable development.
