The chapter deals with the outsourcing of policy advice, focusing in particular on consulting companies providing policy analysis and advice on a commercial basis. First, we attempt at quantifying the extent of outsourcing in the Czech ministries as the most important central public administration institutions. Then we describe the types and roles of different commercial providers of policy advice. This is followed by discussion of why outsourcing happens and what are its possible consequences. Apart from statistical data, in this chapter we draw upon more than 10 years' experience from both consuming and providing outsourced policy analysis in the Czech central state administration as well as interviews from representatives of both demand and supply side.
