Democracy and State Support for Arms Control
Original language description
This article presents the first global quantitative study of the relationship between states' level of liberal democracy and their support for arms control. While I expect that democracy leads to more support for conventional arms control, I argue that democracies are only more supportive of nuclear arms control agreements that are designed by fellow democracies. For my analysis, I use a new measure of states' arms control preferences that combines United Nations General Assembly voting data with manual coding of resolutions. In line with my expectations, I find a positive relationship between democracy and support for conventional arms control, but not nuclear arms control. This is because democracies tend to support conventional arms control regardless of who co-sponsors a resolution, whereas they only tend to support nuclear arms control resolutions co-sponsored by democracies. These findings contribute to our understanding of arms control as well as international politics more generally.
