Critical factors in the assessment of external costs from transport: How reliable are the estimations for decision makers?

This article focuses on the two important factors that contribute to differences in the estimated external costs. We report the sensitivity analysis in the external cost estimates with alternative specification for emissions factors specified in available databases and monetary values for CO2 and human health damages. To illustrate the importance of knowing the exact data quality and assumptions used, the calculation of external costs for different transport technologies (passenger car, light duty vehicles, heavy duty vehicles, urban buses) and fuels (gasoline, diesel, LPG, CNG) are based on the same concept with air dispersion modules and dose-response functions. Although the methodology is the same, except for data on emission factors and monetary values of human health impacts, the estimated external costs differs by two to five orders of magnitude according to specific technology and region.

Klíčové činitele v odhadu externích nákladů z dopravy: Jak spolehlivé jsou odhady jako podklad pro rozhodování?

Tento článek se zaměřuje na dva důležité faktory , které přispívají k rozdílům v odhadech externích nákladů. Předkládáme výsledky sensitivní analýzy odhadů externích nákladů s alternativními údaji emisních faktorů specifikovanými v dostupných databázícha monetárními hodnotami za CO2 a škody na lidském zdraví. K ilustraci, jak důležité je znát přesnou kvalitu použitých dat a předpokladů, vycházejí výpočty externích nákladů pro různé dopravní technologie a paliva ze stejného konceptu jako moduly vzdušného rozptylu (air dispersion modules) a funkce dávka- odpověď (dose response functions). Ačkoli je metodologie stejná, vyjma dat s emisními faktory a monetárních hodnot dopadů na lidské zdraví, liší se odhadnuté externí náklady o 2 až 5 řádových hodnot vzhledem ke specifické technologii a regionu.
