In the last 13 years, most of the Czech municipalities have used debt as a source of financeand the indebtedness of all municipalities in the Czech Republic grows both nominally and really. In relation to GDP, however, it does not pose a serious problem,since the indebtedness of all municipalities does not exceed 3 % of GDP, and therefore it does not substantially affect fulfillment of Maastricht Convergence Criteria in the area of fiscal balance. The situation of particular municipalities, though, maybe different: some have serious problems with paying off their loans. The aims of this study was the following: (1) brief description of the development of territorial public administration in the Czech Republic and means of its financing; (2) short analysis of the development of municipal indebtedness, and brief characteristics of the development of state regulation regarding the indebtedness of municipal budgets; (3) detailed analysis of causes leading to municipalities having problem
