    The concept of behavior rationality promoted by the classical economy loses general validity in confrontation with the reality of human action. Addressing the issue of predicting and influencing the behavior of individuals in modern public economics extends the concept of neoclassical economics to a psychological dimension in order to respond more adequately to public needs, increasing the efficiency of public service provision. The aim of the paper is to examine, in the context of the theoretical basis, the consumer's collective consumption and rationality in neoclassical and behavioral economics, the factors of willingness to pay voluntarily to services of general interest and to address the issue of accepting the charging of these services. There are different factors that affect individuals from all sides (television, internet, acquaintances, family, friends, etc.) that consciously or unconsciously interfere with their decision-making. If we are aware of all these factors that enter and influence the decision-making of an individual, it is possible to "control and influence" their decision making.
