Universal postal service is established by Directive 97/67/EC. All Member States of the EU, including Czech Republic, take interest in providing the universal postal service and should ensure that users enjoy the right to a universal service involving the permanent provision of a postal service of specified quality at all points in their territory at affordable prices for all users. The universal postal service has a social character and should be accessible to all inhabitants.

Všechny členské státy EU včetně České republiky, mají zájem poskytovat univerzální poštovní službu a dohlížet na to, aby uživatelé užívali správně univerzální službu zahrnující neustálé zabezpečení předepsané kvality poštovní služby na všech poštách v jejich oblasti, v přijatelné ceně pro všechny.
