The objective of the research presented in this part of the monograph is to provide a methodological guide for evaluating development plan variants of projects dealing with making important waterways navigable in the initial stage of the pre-development phase of the construction project life-cycle. The authors of the paper pointed to the possibility of using multi-criteria analysis to comprehensively assess all considered points of view so that the evaluation can be carried out on the basis of the predominant public interest. Methodological recommendations and procedures for the use of multi-criteria analysis were verified by a case study called “Assessment of variants for makingthe Elbe River in the area of Přelouč navigable“
