Impact of Railway Modernization on the Frequency of Incidence

Reconstruction or modernization of both railway stations and railways lines represent important investments in transport infrastructure with the aim to provide long-term sustainability and development of the railway network in accordance with the current trends. Main benefits resulting from the implementation of these investments bring increased efficiency of infrastructure operation, savings in travel times, reduction of transport impact on the environment and increase in public transport comfort and safety. All these societal impacts are assessed within the economic assessment of buildings, which effects the investor's decision-making process on the usefulness of each construction. Methodology of economic assessment process is embedded in both national and international documents and defines ways of approaching the quantification of individual benefits and sets out the basic principles for conducting financial, economic and risk analyses. This paper focuses on a partial section of the economic analysis concerning the impact of the railway infrastructure reconstruction on the safety of railway transport. At present, these benefits are not defined in any way within the methodology of economic assessment process, with the exception of the evaluation of the benefits resulting from providing increased railway crossings safety. The research is methodologically based on the comparison of the states before and after the railway infrastructure modernization project implementation and has been carried out within the current research project which addresses the issue of increasing the railway transport line safety and reliability evaluation. Impacts resulting from the construction implementation were monitored on 33 representative projects of railway line modernization.
