    Design and Implementation of I2V Vehicle Speed Limiting From Backoffice

    Current methods for controlling vehicle speed are limited. Road communication systems primarily rely on informative messages that do not effectively impact vehicle movement. Presently, only destructive and invasive techniques are used to control vehicle speed, posing significant risks to the health and safety of road users. In this paper, we designed and implemented a web-based system to control vehicle speed. The system was tested with real vehicles in the Czech Republic. During the test, a vehicle travelling at more than 70 km/h was stopped via the web-based system (back office) by a police officer. The stopping process involved the web-based system displaying the vehicles on a map, including the police and passenger vehicles. When the officer selects the passenger vehicle on the web and opts to stop it, the system sends a C-ITS (Cooperative Intelligent Transport Systems) message to nearby vehicles (Road Side Units and police vehicles), which then start sending periodic C-ITS messages to stop the target vehicle. In this paper, we demonstrated that vehicle speed limiting can be controlled from back office systems by police officers.
