Effective management of human resources is becoming a basic condition for successful functioning of small and mid-sized businesses. Companies with few employees are much more dependent on their quality than large companies, where the failures of an individual or of a single team will not necessarily affect the company's overall performance, at least over a short-term horizon. Nonetheless, HR management based on planning of recruitment, motivation, training and management of organisational structures must be balanced by thorough controlling based on monitoring of existing personnel processes, prediction of future situations, financial expression of deviations from desired and probable situations and proposal of measures in the form of risk management. This contribution describes the meaning of utilisation monitoring as part of personnel controlling and its other aspects and examples of use in simple information systems.
