    The U.S. Pivot And Strategy In The South China Sea Dispute

    Hand in hand with the rising economic potential of the Asia-Pacific, the political significance of this region has increased as well as the sea lines of communication linking it to the rest of the world. The focus of much attention has thus shifted to the Indian Ocean and the East and South China Seas. Even the U.S. policymakers were forced to readjust their foreign policy to the region and the term “pivot to Asia” entered the official discourse in 2011. However, as time passed the rather vague term started to acquire more concrete contours and terms such as “rebalance” or “counterbalance” of a rising China has dominated the debate. These developments have also been reflected in the U.S. approach to the South China Sea - a region, which the U.S. Secretary of Defense Chuck Hagel labeled as “the beating heart of the Asia-Pacific.” Thus, the objective of this chapter is double-fold: first, to shed light on the objectives and key components of the U.S. pivot to the Asia-Pacific; second, to highlight the U.S. interests in the SCS as well as its policy towards China´s efforts to turn the sea into its “lake”. Furthermore, the chapter argues that so far the U.S. strategy has been unsuccessful in curbing Chinese ambitions and has resulted in an increasing militarization of the dispute and textbook stalemate between the two powers.
