Article 3 of the Treaty on European Union stipulates that one of the key objectives of the European Union (EU) is to provide citizens with a high level of safety within an area of freedom, security, and justice. Following the 9/11 events, terrorism has become one of the major security threats and the fight against terrorism has, correspondingly, become a key priority for the EU and its Member States. As a consequence, there has also been a proliferation of the academic literature analysing various aspects of EU counter-terrorism efforts that already span across all of the EU's former three pillars. This entry provides a succinct overview of the key legal and institutional aspects, along with a concise review of key debates in the extant academic literature, with emphasis on the Directive on combating terrorism (2002/475/JHA, amended by 2008/919/JHA and 2017/541).
