The paper describes a new tool HUSFO for Physical Protection System effectiveness evaluation. The paper also summarizes approaches and metrics in Physical Protection employed in the nuclear sector that are generally applicable in critical infrastructurehigh-risk facilities. The main contribution of this paper and the R&D project - that develops the tool HUSFO - is to significantly enhance and precision the effectiveness evaluation process.
