Original language description

The objective of this paper is to give a survay of the development of institutional communication between EU bodies and special interest groups in the EU including the current position. It is based on previous working documents drawn up by the European Commission and the reactions of relevant players and analysis of recent academic work onthe regulation of lobbying practices and special interest groups in the EU. The question is: should the registration have a voluntary character or be mandatory? The Commission has reached the conclusion that today, self-regulation, with information provided on mission, interests represented a funding, can only be justified as sufficient if the information required is also sufficient to address public concerns and perceptions. According to many stakeholders a voluntary system is not strong enough to increase the democratic scrutiny of the role of lobbyists in EU policy-making.

Článek poskytuje vývoj institucionálních vztahů mezi orgány EU a zájmovými skupinami včetně aktuální situace. Jeho struktura vychází ze studie pracovních dokumentů Evropské komise a reakcí relevantních hráčů a z analýzy současného akademického výzkumu regulace lobbování v paxii a chování zájmových skupin v Evropské unii. Otázka zní: měla by být regulace dobrovolná či povinná? Komise se domnívá, že dobrovolný charakter regulace se systémem pobídek pro zájmové skupiny a lobby se zaregistrovat, a tedy i zpřístupnit veřejnosti finanční toky týkající se lobbování, by měl být dostatečný. Podle řady lobbistických asociací dobrovolný systém není schopný zabezpečit dostatečnou demokratickou kontrolu nad rolí lobbistů, kterou sehrávají v rozhodovacím procesu evropských orgánů.
