At the present time but also during the whole history it is not possible to meet the needs of all individuals and their communities on the same level. Social wealth is still necessary divided on set of consensual principles and methods that can be defined and applied differently in various countries and communities. It is therefore a distribution of life needs among the individual members of society in the way that their amount and structure are regulated by pre-defined and consensually agreed criteria.This form of regulation usually does not take place by natural limiting the allocation of goods of each purchaser but more often takes place indirectly through financial regulation. If we understand regulation as management or regulative action, then despite of its requirement, we can not imagine implementation of such regulation on a global scale.
