Similar too many other areas of the world are the European Union (EU) threatened almost all kinds of natural disasters. Disposal of damage caused by these disasters hinder the sustainable development of the regions. In the compensation of covering catastrophic damage are used public budget, economic policy and budgetary method. Disasters not only cause loss of life, but also cause damage worth billions per year, and affect the economic stability and growth of these countries. The paper deals with the effects of climate change on EU insurance market, alternative methods for risk transfer, and is focusing on modern methods of ensuring ART. Because disasters can also have cross-border implications and pose a threat for whole territory of neighbouring countries, can occur due to the implementation of major disasters, in case of insufficient insurance coverage, to a significant burden on the budget affected Member States, which could lead to internal and external imbalances.
