Similar too many other areas of the world is the European Union (EU) threatened almost all kinds of natural disasters. The paper deals with the effects of climate change on EU insurance market, alternative methods for risk transfer, and is focusing on modern methods. Because disasters can also have cross-border implications and pose a threat for whole territory of neighbouring countries, can occur due to the implementation of major disasters, in case of insufficient insurance coverage, to a significantburden on the budget affected Member States, which could lead to internal and external imbalances. The main objective of the paper is to propose an optimal model of catastrophe risk protection in the Czech Republic by means of a comparison of two modelscovering the basic European models disaster reduction in the regions of Germany and Spain
