This paper analyses topic of the regional development and possible influence by investment incentives and subsidies from Regional Operational Programme in terms of theoretical approaches. In existing theories there is a base found which explains whether investment incentives or European subsidies can positively impact regional development. For purpose of a case study, was selected a cohesion region of Northeast which composed of the Liberec Region, Hradec Králové Region and Pardubice Region. The aim of this paper is a summary of previously proven theories and evaluation of use of above mentioned financial tools in the Northeast Region in the previous EU financial framework 2007-2013. The paper is divided into a few parts which follow on each other and help to get more useful details for the examined issue. It offers explanation of regional development in existing theories in the context of selected region of Northeast. Then it presents investment incentives and European subsidies in relation to regional development overall and Northeast Region. The results suggest a positive impact of subsidies and investment incentives for the development of the region and define the differences of impacts on regional development for investment incentives and European subsidies. Also in case of investment incentives the results refer some conditions that are necessary to meet in order to reach the regional development. There is description and comparative explanation used in the paper. Results are based on theoretical review and analysis of historical data within 2007-2013.
