The chapter focuses on various aspects of management, especially on decision making and conditions determining it, for example certainty, probability of occurrence or the involvement of risk. Further the author deals with planning and the principles it is based on and with the following control process and its phases. The second part of the chapter defines the concept of crisis management, especially its phases involving preparation, response, and reconstruction, and lists the goals and tasks of the crisis management system. The final part of the chapter concentrates on the construction and start-up procedure of crisis management emphasizing especially the flow of information and competent authorities to conduct and manage anti-crisis measures.
