This article is focused on the theoretical foundations of public administration. First, it defines public administration, presents the views of some theorists, called institutions of public administration in the Czech Republic, refers to authorities thatdeal with the control of public administration, briefly deals with the management and financing of public administration. This paper describes some of the results of the project OPVK "Modular system of further education of elected representatives of local governments" CZ.1.07/3.2.07/02.0012. The aim of the project was to design and offer a range of courses focused on the area of public administration and pilot test in practice the elected representatives of the municipalities and regions in Moravian-Silesian Region.
