Creating the appropriate quality of the institutional environment and related processes – including the legislative process – is a prerequisite for the efficient use of public resources, the overall efficiency of the public sector and indirectly for strengthening citizens' trust in the public sector (state) and its administration. The article is to present initial inputs to assess the benefits and costs of the Regulatory Impact Assessment (RIA) as a specific analytical procedure prescribed for preparing law proposals.
