Quality, performance and efficiency of organization have influence community satisfaction. In this organization are key success factors decision process. Our paper describe one of the new tools for public sector to use quality management techniques to improve performance. The CAF i a result of co-operation aminy the EU Ministers responsible for Public Administration. First revise version was launched in 2002. Model CAF is based on the premise that excellent results in organisational performance, citizen/costumers, people and society are achieved through leadership driving strategy and planning, people, parnerships and resources and processes. The main purpose the CAF is to facilitate the self-assessment of a public organisation in order to obtain a diagnosis and improvement actions and to facilitate bench learning between public sector organisations.
