The topic of the first year of this security conference was “Moving Sands in Global Politics and European Security: Resilience and Beyond”. The focus on resilience has been a cornerstone of NATO’s and the EU’s policy not only with respect to Europe itself, but also in its neighbourhood and in the broader “arc of instability” that surrounds it. The event served as an invaluable platform for the exchange of views between experts, policy-makers and academia offering an opportunity to discuss global power shifts, engagement strategies in the European neighbourhood, vertical power diffusion, reassessment of deterrence and resilience in Europe, and a critical perspective on resilience and European security. The conference turned attention to the rationality of resilience at home and specifically the linkage of resilience and “hybrid threats” while discussing the very concept of hybridity and its political effects. The Centre for European Security at the IIR prepared an adacemic discussion paper on sub-conventional deterrence of hybrid threats and thus contributed to rich debate along with other IIR researchers and distinguished guests like Dimitar Bechev (University of North Carolina, USA), Axel Berkofsky (Italian Institute for International Political Studies), Harald Müller (Peace Research Institute Frankfurt), Hanns Maull (German Institute for International and Security Affairs), Jan Havránek (Office of the NATO Secretary General), Sabine Selchow (University of Sydney), Alain du Boispéan (Political Advisor of the French Special Envoy for the Sahel Region). The conference was organized by the IIR in cooperation with Faculty of Social Sciences at the Charles University and the Ministry of Foreign Affairs of the Czech Republic, Friedrich Ebert Stiftung and Embassy of Finland. It was supported by NATO Public Diplomacy Division. A special session was dedicated to Hybrid Centre of Excellence in Helsinki.
