    Including the Gender Dimension in the “Investment and Sustainable Development” Discourse : Where Do We Stand Now?

    This chapter provides an in-depth analysis of the ways in which gender equality could inform a new paradigm of economic development at the international level. This is based on a review of the current regulatory and policy framework for international investment and sustainable development to identify frameworks that include both explicit and implicit gender-related provisions and to define what makes an agreement “gender-responsive”. “Mobilizing investment and ensuring that it contributes to sustainable development is a priority for all countries”—this is the incipit of the 2015 United Nations Conference on Trade and Development (UNCTAD) Investment Policy Framework for Sustainable Development report. And indeed, there is a growing interest in making investment “more sustainable” by integrating investment policies into development strategies. At the same time, foreign investors, especially multinational enterprises, are increasingly required to report on the implementation of the United Nations sustainable development goals (SDGs). In this respect, UNCTAD has developed its 2019 Guidance on core indicators for entity reporting on the contribution towards the implementation of the sustainable development goals, with 33 indicators covering a number of areas, including gender policies; and in March 2021, UNCTAD issued its Multinational Enterprises and the International Transmission of Gender Policies and Practices report, suggesting that “the transmission of positive gender policies […] can be advanced through […] the global policy environment for investment”. This chapter overviews the current regulatory and policy framework on international investment and sustainable development, with a specific focus on the inclusion of the gender dimension in the implementation of the SDGs.
