This paper describe judging the reliability of the transmission and distribution networks is necessary to clear up the criterion of the failure - free operation at first. At existing cases we considered only the problems of the interrupting electrical energy supply concurrently we assumed that the individual elements have unlimited transmitted ability. It goes about the simplest criterion which assume serviceable at each case when the frame of the connection ES create a continuous graph that is graph compounded from the one part which contains all nodes consumption. Total output of the sources must be bigger or equal to the total consumption. We don't care about the quality of the electrical energy supplied at the place of the consumption especially asfar as magnitude of the voltage is considered. By solving the difficult networks we can't find using of this criterion expedient.
