Die Studie stellt vor ein bedeutendes Reformprojekt, welches für eine Kommissionsberatung über die böhmische Hungersnot 1772 abgefasst wurde. Das Projekt nimmt die josephinischen Reformen vorweg, die meisten hier erörterten Vorschläge sind später von Joseph II. tatsächlich umgesetzt worden. Die Autorschaft wird manchmal dem Hofrat Franz Anton Blanc, manchmal sogar Kaiser Joseph II. zugeschrieben. Die Studie wirft auf die Frage nach der Autorschaft von Joseph Sonnenfels.
