Original language description

The article explains that freedom of thought guarantees the process of creating information, and freedom of speech guarantees the right to share the information ith others. We reject the misconception that freedom of speech was guaranteed for the first time in England after the Glorious Revolution, and prove that this actually occurred in Sweden in 1766. It sums up the story of freedoms of press in Sweden and Denmark. The article discusses freedom of thought as introduced at the University of Vienna in 1752 and the liberties introduced by Joseph II in 1781. The American Revolution had to break the common law concept of seditious libel and develop a positive theory of liberty of speech, which occurred only after the controversy over the Alien and Sedition Act of 1798. The French Revolution failed to secure a long-lasting freedom of speech. Vormärz German liberalism elevated freedom of speech to one of its most important goals. A further breakthrough occurred after the revolution of 1848. In the Habsburg monarchy, the Press Act of 1862 and the December constitution of 1867 included freedom of the press, but there were still many obstacles to full freedom which were never removed. Most importantly, the “objective trials” were used as effective means of suppressing the media. Finally, it evaluates the development of freedom of religion which was linked to the issue of freedom of expression.
