Public finances of many European and non-European countries are far from the state of sustainability. The trend of relative government debt growths observed since 1970s, after a short period of improvement at the beginning of new millennium, were again accelerated by the economic and financial crisis in 2008 and 2009. Considering the high levels of public debt, projections of rather mild and unsure economic recovery and the demographic pressures on public finances, the current situation seem to be serious, requiring large scale consolidation steps. The fiscal policy literature has paid much attention to explanation of public finance deficit bias and to optimal fiscal policies, as well as to proposals of fiscal institutions aiming to prevent the bias and to bring public finances to a sustainable path.
