Tasks and Measures of Crisis Staff for Solving Crisis Situations connected with Power Outage
Original language description
The article discusses the impact of a long-term power outage and actions that are necessary to be carried out to minimize the impact of blackout on the population. Areas that are related or could be related to the occurrence of blackout have been mapped. In the preparation for the city blackout, the effects that this kind of crisis brings have been important to be taken into the account. Electricity outage affects various sectors of the national economy and can last from several hours to several days, so the impacts depending on the length of a power blackout have been analysed. Furthermore, a proposal of measures for ensuring the operation of the selected city offices and emergency survival of the population in the selected area has been processed. Organizational structure of the crisis staff of the municipality with extended powers has been designed so that each important area has its representative in the crisis staff. Analysis has been performed using Ishikawa diagram which basic principle states that each effect has its cause or combination of causes. For creating Ishikawa diagram, the brainstorming method was used. All possible as well as unlikely causes of problems have been defined using this method.
