SIMEX Simulation Tool - "Accident" Crisis Scenario and Crisis Management Entities' Exercise

  • Original language description

The paper deals with the use of modelling and simulation tools for preparation and implementation of exercises of Integrated Rescue System (IRS) components and crisis management bodies with the main emphasis on the use of means of constructive simulation using SIMEX simulator. A scenario of multiple traffic accident was prepared for the crisis management authorities. Activities performed by crisis management authorities and IRS components were modelled using SIMEX simulator in order to practice the assigned tasks and actions. This paper presents the procedures carried out by authorities in response to an emergency situation (ES) using a constructive simulation. By realizing the exercises, it was possible to identify the deficiencies, both in the field of tested knowledge and duties of IRS components members and crisis management bodies as well as in the technical possibilities of the simulator.
