The competency to lead others as a tool of crisis management in active and second career
Original language description
Emergency situation is an extraordinary event in which it is necessary to carry out rescue and liquidation work, involving the armed forces as the other component of the Integrated Rescue System of the Czech Republic. Such situation is very difficult for the decision-making process and puts enormous pressure on the commander responsible for its solution. The emergency management requires highly specialized and educated individuals who have to be able to work under the pressure of the responsibility for the protection of civilians. The article discusses how to effectively teach commanders and develop them in the competency to lead others. This competency is useful in active duty for example as a tool how to cope with emergency situations but it is also a valuable benefit applicable after the termination of military service concretely in the second career of military professionals within the state institutions dealing with crisis management. Specialized skills are required from components of Integrated Rescue System where military professional could capitalize on that specific practice. The article comes with reflection of positive impact of elaborated educational system not only on improving of the active military service of military professionals but also on becoming a unique benefit for the development of their second career. An indispensable aspect of this education is also production of specialists for leading others during extraordinary events and emergency situations which directly concern the citizens of the Czech Republic. The final positive externality would have impact on the whole society. Due to the fact that the Army of the Czech Republic has a military education system, implementation of this competency into the curricula of individual military training institutions would not be significantly costly. On the other hand, it would improve the existing system of modern education elements used in foreign armies.
