    Assessment Criteria for Municipality Territory Resilience to Anthropogenic Threats

    This chapter deals with the requirements for assessment criteria for municipality territory resilience to anthropogenic threats. The theoretical part of the chapter defines the role and importance of territory resilience, presents the context of a resilience assessment, and describes the United Nations Office for Disaster Risk Reduction (UNISDR) Disaster Resilience Scorecard for Cities tool, which can also be used as a methodological basis for assessing the municipality resilience in the Czech Republic. The practical part of the chapter sets out the authors' approach to creating resilience assessment criteria as one of ten key factors in increasing and building municipality resilience (Ten Essentials) designed for conditions in the Czech Republic. Essential 9, presented here, examines how to "Ensure Effective Disaster Response". It is submitted in the chapter as a practical example of the Integrated Rescue System’s incorporation of the functioning in the emergency response field under Czech conditions into the criteria for resilience assessment in accordance with the principles of UNISDR’s Disaster Resilience Scorecard for Cities.
