Original language description
Dynamic changes in the security environment over the last twenty years have made it necessary for society to respond. The first response was triggered by the attack on the World Trade Center and led to the introduction of critical infrastructure protection against terrorism, first in European and then in national legislation. After the Russian attack on Ukraine, the protection of the population also came to the fore, not only in terms of protection against natural disasters and industrial accidents, but also in terms of the threat of armed activity on our territory. The protection of the population and the protection of critical infrastructure are areas that form the basic pillars of a society's resilience as a society's ability to respond flexibly to a threat. Both areas need to be considered from the perspective of changing the security environment, building societal resilience and strategic communication as an effective tool for the government to positively influence good cooperation between the government authorities in the field of crisis management and the citizens of the Czech Republic, while moderating the expectations of citizens within the examined areas (population protection and protection of critical infrastructure). Resilience, as a fundamental concept in the field of security and defence, has also gained importance in the context of the newly adopted Directive (EU) 2022/2557 of the European Parliament and of the Council of 14 December 2022 on the resilience of critical actors and repealing Council Directive 2008/114/EC. The protection of critical infrastructure and the protection of the population in terms of building protective structures is closely related to the capability of the engineer troops in the area Force protection.
