    Cross-border co-operation ? It consists in permanent co-operation of two adjoining border regions. Common cross-border co-operation not means, that one of partners acts at first separately on national level and subsequently he tries to gear his partnerson the other side of border or tries to co-operate with them. Cross-border co-operation covers all regions of daily life, common programmes development, priorities and actions. It includes also extensive engagement of social groups, administrative levelsetc . Since the year 1990 European Union has financially supported cross-border co-operation of amount of initiatives, programmes and projects. The first of these implements was initiative of Commonwealth Interreg, which began in 1990 and which concernsborder regions. In 1994 followed programme Phare CBC, which surveys on regions of middle and east Europe. Among further tools of EU, which support cross-border co-operation, belongs to projects Tacis CBC (intent on regions of ex-Soviet f
