Processes of social inclusion and xclusion are strctur processes which are typically for modern functional differentiated societies. The realationship between social inclusion and social exclusion is interdependent. There is no social inclusion without exclusion and vice versa. And structurally social inclusion is never total, therefore social exclusion processes can never lead to total exclusion. The consequence for social policy. Social policiy is allways policy of social inclusion under the conditions that social integration never can fully succeed.
