    Bureaucracies in Authoritarian Regimes

    In academic discourse, bureaucracy can be synonymous with public or state administration or government, or it can be perceived as a rational-legal type of administration in the Weberian sense. While bureaucracies are frequently considered the most standardized institutions across political systems and regimes, differences between them are often larger than similarities. In particular, this is valid for differences between bureaucracies in democratic and authoritarian regimes. While in democracies, the main role of bureaucracies is the implementation of policies, in authoritarian regimes bureaucracies have a dual nature and, in addition to administering government policies, also exercise effective control over society.
