Original language description
The article deals with response of rescue system to an extraordinary event. The risk of incident can never be removed, it can only be reduced. The aim of human society is prevention of extraordinary events and elimination of incident impacts. The following text focuses on the general method how to evaluate the re-sponse of rescue system to an extraordinary event. The incident arises and causes in some area. Extraordinary event must be always connected with some region. Rescue system's response to an extraordinary event de-pends especially on level or quality of rescue system in region and possible impacts (energy) of extraordinary event in region. These two essential parameters of method are also described in following text.
