TOPSIS as Evaluation Tool of eGovernment Development in EU Member States
Original language description
The paper deals with the application of the methods of multi-criteria decision making (MCDM) in the area of the eGovernment development evaluation. eGovernment is one of the current priority trends of public administration modernization in the European Union both at the level of the governing bodies of the EU and the individual member states. It is a way to government transformation in sense of increasing of the availability, effectiveness, transparency and accountability and one of the possible options how to provide better, cheaper and faster services and develop the participation of citizens at the public decision-making. This is the reason why the evaluation of eGovernment belongs to the theoretical and empirical approaches in the EU. The research is performed on data set across multiple data sources originating from various organizations (the European Commission, Eurostat and the United Nations). The goal of the presented research is to evaluate the eGovernment development in EU member states in 2013 and 2015 and to compare the results using TOPSIS method (The Technique for Order Preference by Similarity to Ideal Solution). The results of the eGovernment evaluation of the EU countries by TOPSIS method acknowledged the excellent condition of eGovernment primarily in Scandinavian countries. The worst state of eGovernment was reported in Romania, Bulgaria or Cyprus. The results of selected MCDM methods are very similar in both years.
