Forming a functioning party system that would fulfill the needs of proportional democracy party system (based on political parties activities) indubitably represented one of the key tasks for transitional countries of the Central and Eastern Europe. Theessential element of political parties? activities present rules and procedures concerning party financing. Financing models can be analyzed from many perspectives in order to find out to what extent they respect the principles described in the opening part of this study. They key evaluation criterion, however, presents the examination freedom to exercise passive election right, that is to what extend the state financing legislative allows new and so far unsuccessful political subjects reach satisfactory results or on the contrary maintains the status quo of the present party system. This study attempts to analyze contemporary legislative backgrounds adjusting ?the politics of financing? within the Czech Republic. It comes to conclusion

Nevýhody modelu přímého financování politických stran V České republice a zemích střední Evropy

Czech description

Utvoření stranického systému a docílení stavu, kdy by správně fungoval, tzn. naplnil by politický systém zastupitelské demokracie (který je na činnosti politických stran založen) představovalo beze sporu pro tranzitivní země střední a východní Evropy jeden z klíčových úkolů. Zásadním elementem činnosti politických stran je přitom existence pravidel a procedur ve financování stran. Modely financování stran můžeme zkoumat z mnoha pohledů tak, abychom zhodnotili, do jaké míry respektují principy zmíněné vúvodu této statě. Zásadním hodnotícím kritériem však zůstává zkoumání dopadu na možnost uplatňovat pasivní volební právo, tedy způsobu, do jaké míry právní úprava státního financování umožňuje novým či doposud neúspěšným politickým subjektům ve volební soutěži uspět, či naopak nakolik napomáhá konzervaci stávající podoby stranického systému.
