The paper reviews some requirements for environmental policy design and the role of property rights for the justification of the development of compensation programmes targeted to landscape protection.Second part or the paper presents the results of CVMstudy of the value of landscape amenity benefits of agriculture in PLA White Carpathian, which provides useful information also about genuine concern and overall efficiency of compensation programmes and peoples´ views about alternative ethical ends, besides human well-being, that policy makers should take in consideration.

Příspěvek je zaměřen na přehled požadavků pro návrh environmentální politiky a roli vlastnických práv pro zdůvodnění přípravy kompenzačních programů cílených na ochranu krajiny. V druhé části jsou prezentovány výsledky hodnocení krajinotvorných přínosů zemědělství, které poskytují užitečné informace nejen o obecném zájmu a celkové efektivnosti kompenzačních programů, ale také názorech jednotlivců na alternativní etické souvislosti kromě blahobytu, které by měly být politiky zohledňovány.
