The purpose of this article is analysis of experience with functioning of the Stability and Growth Pact (SGP) during 1999 - 2003. The first part brings description of the SGP functioning mechanism. In second part author analyses development of budgetarybalance in European Union (EU)Member States and describes process of fiscal surveillance in cases, when Economic and Monetary Union (EMU) Member States broke the reference value of general government deficit. In the concluding part the paper discusses critical issues of the Pact and tries to estimate perspectives of its functioning in the future.

Pakt stability a růstu - zkušenosti s jeho fungováním v průběhu let 1999 - 2003
Czech description
Cílem příspěvku je analýza zkušeností s fungováním tzv. Paktu stability a růstu v průběhu let 1999 až 2003. V první části je popsán mechanismus fungování Paktu stability a růstu. Další část je věnována analýze vývoje rozpočtového hospodaření členských států Evropské unie a popisu procesu fiskálního dohledu v případech, kdy země Hospodářské a měnové unie překročí povolenou hranici veřejného deficitu. V závěru příspěvku jsou diskutovány nedostatky Paktu a odhadnuty perspektivy jeho dalšího budoucího fungování.
