Original language description
In the continuous efforts of the European Union (EU) towards a more open market and equal chances, the EU believes procurement should be more accessible for companies. Small and medium sized enterprises (SMEs) should have equal access to the procurement market. Currently SMEs only win 55% of the value of the public contracts and these European companies face many challenges bidding on public tenders abroad. The European Union is planning to enhance transparency, digitalize processes and improve strategic procurement which help the SMEs significantly; on the same note making trade agreements with non-EU markets will make the difference in EU companies' access to these markets. In the paper, there are discussed possible ways how to increase an access of SME's to procurement markets. Objectives of the paper are to introduce and answer questions regarding cross-border public procurement and regulation of SMEs in EU, then suggest possible ways of inclusion of SMEs into the market, and initiate ideas for trans-nationalization of public procurement procedures.
