Original language description
This paper discusses some selected issues of creation and implementation of social programs. During the initial stage of program forming, there is a goal setting as the key isuue to cope with. Goals of the program may be too complex, vague or too ambiguous. Especially during the stage of implementation of program goals, there is a large number of biases of original goals. That is why we need to have some knowledge about this process. The implementation phase is thus a lively stage, when original goals are discussed, clarified, redefined, or sometimes dissolved.
