The chapter provides an overview of the evolution of powers conferred on the EU with respect to protection of public health, in particular, combatting contagious diseases and, also, the history and the presence of the EU early warning and response system, designated to combat these diseases and other serious cross-border health risks in the EU. The chapter argues the existing system did not allow for an adequate response to Covid-19 which shall result in further elaboration of the system.
