    In this chapter, attention is focused on the luminesce control of optical defect in diamond lattice by manipulating their occupation via influencing the position of the Fermi level relative to the transition level. This optical engineering is important not only to quantum computing but also for application of nanostructured diamonds at construction of nano-photonic biosensors. The charge transfer properties that occur at luminescent NV center/defect and lead either neutral or negatively charged NV stages (NV0 or NV-) and controllably switching between these stages by a surface chemical engineering is discussed are discussed within this context.
