The many municipal buildings are hired to various tenants. These tenants often offer the services which are important for the citizens. The municipality leader should follow the best interest of the municipality which does not mean the maximal monetary profit. The wellbeing of the citizens is closely related to the services available in the municipality. In case the tenants of municipal buildings cover the energy consumption the landlord-tenant problem occurs. The municipal buildings are neglected and their energy performance is low. In case the high energy expenditures are significantly causedby the insufficient building energy performance the tenants will ask for reduced rental or for building retrofitting. The rapid growth of energy price in the year 2021 forced the tenants to pay markedly more than earlier. The business for many of them gets in jeopardy because of energy expenditures. The municipality will need to retrofit its’ buildings because the tenants failure would be politic hot issue for the local politic representatives.
